Representative Bob Goodlatte of Virginia and chairman of the House Judiciary Committee, proposed a piece of legislation on Oct. 23 that would limit the reach of “patent trolls.” The bill has been written in an attempt to curb excessive patent lawsuits by mandating specific details in a lawsuit on what patent has been violated and how the patent was applied.
